I. Introduction
The Chinese Government Scholarship (CGS) High-Level Graduate Program is a full scholarship established by the Ministry of Education of China. It is designed to support a select group of high-level Chinese universities in directly recruiting and admitting outstanding international students for graduate studies in China.
II. Categories, Duration, Coverage, and Language of Instruction
1. Categories: Master’s and Ph.D. programs
2. Duration: 3 years
3. Scholarship Coverage: Tuition fees, living expenses, on-campus accommodation, and comprehensive medical insurance.
Living expenses standards:
Master’s student: RMB 3,000 per month
Ph.D. student: RMB 3,500 per month
4. Language of Instruction: Chinese (Mandarin)
Note: The duration of the program is 3 years, and scholarship recipients are generally not permitted to change their major or this duration. Upon arrival in China, scholarship recipients will be subject to relevant regulations of the CGS.
III. Application Acceptance Authority, Timeline, and Process

3. Process: Applicants shall log into the China Scholarship Council (CSC) application system at https://studyinchina.csc.edu.cn/#/login and complete the form accurately.

IV. Eligibility
1. Be a citizen of a country other than the People’s Republic of China, and be in good health both mentally and physically;
2. Have an excellent academic record;
Be a bachelor’s degree holder under the age of 35 when applying for master’s programs;
Be a master’s degree holder under the age of 40 when applying for Ph.D. programs;
3. Have achieved a minimum of HSK Level 4 proficiency;
4. Have passed the exam organized by the relevant department of the TUFE;
5. Meet the admission requirements in terms of academic ability, language proficiency and other relevant criteria. Priority will be given to applicants with research achievements or relevant awards;
6. Have not received any other scholarships from Chinese governments at any level or the admitting institution. If it is discovered that an applicant is in violation of this condition, their eligibility for the CGS will be revoked, and any scholarships already granted shall be returned. Applicants who deliberately conceal their scholarship status will be disqualified from applying for the CGS for three years, in addition to the cancellation of their current scholarship eligibility.
V. Application Materials (Please Refer to Attachment 2)
1. Application Form for Chinese Government Scholarship: Please refer to the attachment Instructions for the CGS Information System for details.
2. Copy of Passport Home Page: If the current passport does not have at least two years of validity remaining, please apply for a new passport before submitting the application.
3. Notarized Highest Diploma: Documents in languages other than Chinese or English shall be attached with notarized Chinese or English translations.
①Graduating students shall provide official proof of enrollment or a pre-graduation certificate by their current school (indicating the expected graduation date / the date of issuance of the diploma).
②Employed applicants shall submit a certificate of employment issued by their employer, in addition to relevant academic diplomas.
4. Academic Transcripts (from the Undergraduate Program Onwards): Copies of academic records from the first to last semester of the undergraduate, master’s (if any), and Ph.D. programs (if any) shall be provided. These transcripts shall be issued and sealed by the attending university’s academic affairs office, graduate school, or student management department. Transcripts in languages other than Chinese or English shall be attached with notarized Chinese or English translations.
5. Language Qualification Certificates: Applicants shall submit valid HSK results in accordance with the corresponding Chinese proficiency requirements.
6. Study Plan (Very Important): A study plan (1000 words or more) in Chinese or English is required. The plan should focus on the applicant’s academic background, research achievements, work experience, proposed field of study, study plan, and personal development goals after graduation. Applicants may also include a brief explanation of their motivation for studying in China and their knowledge of the country and the university. Ph.D. applicants shall have the study plan signed by their Chinese supervisor.
7. Letters of Recommendation (Very Important): Two letters of recommendation from professors or associate professors are required. The letters should primarily address the applicant’s academic goals for studying in China, the cooperation or exchange between the Chinese universities or supervisors and the foreign supervisors, as well as an evaluation of the applicant’s overall abilities and future potential. The letters shall be written in Chinese or English only.
8. Foreigner Physical Examination Form and Blood Test Result: The original document shall be kept by the applicant. This form is issued by the Chinese quarantine authorities and shall be filled out in English. Applicants shall strictly follow the examination items listed in the Foreigner Physical Examination Form. Forms with missing items, no photo attached, no seal across the photo, or lacking the signature and stamp of the doctor and hospital will be considered invalid. The physical examination result is valid for six months.
9. Certificate of No Criminal Record: Applicants shall provide a valid certificate of no criminal record issued by the local public security authorities. This certificate shall generally be dated within six months prior to the date of application. Certificates in languages other than Chinese or English shall be attached with notarized Chinese or English translations.
Graduating students shall submit a copy of their residence permit in China and a certificate of good standing from their current university.
10. Form for Provisional Acceptance of International Student by Graduate Supervisor: Applicants are required to download and complete the personal information section before submitting the form.
11. Other Supporting Documents: Research achievements, award certificates, published papers or monographs, English proficiency certificates, etc.
Note: Applicants shall complete all required application materials truthfully and submit them in ZIP format to tjufe300222@126.com, the official email address of the Office of Admissions, College of International Education, TUFE. The subject line of the email shall follow the format “High-Level Program + Passport Number + Chinese Name”, for example, “High-Level Program HM347689 Xiaoming”. All documents uploaded to the system shall be clear, authentic, and valid. It is recommended that applicants use professional scanning equipment to scan the required documents. Applicants shall bear the consequences caused by unclear or unidentifiable uploaded materials.
VI. Preparatory Program, Admission Notification, and Arrangements
1. If the applicant’s Chinese language proficiency does not meet the required score of 180 points or above at HSK Level 5, an additional year of Chinese language preparation will be required. Applicants may only begin their major studies once they meet the required Chinese language proficiency level.
2. Admission results will generally be communicated to applicants by the end of July 2025 (specific timing will be based on the arrangements of the CSC).
3. Upon confirmation of admission, TUFE will submit the Admission Notice, the Visa Application for Study in China (JW201 Form), and other relevant documents, to the CSC platform, after which they will be issued to the admitted applicants.
4. Scholarship recipients will be subject to the relevant regulations of the CGS upon arrival in China. Once admitted, scholarship recipients are not allowed to change their admitting institution at will. In principle, changes to the major or duration are not permitted.
